JUDGE RICHARD OWEN

CANDIDATE FOR RE-ELECTION

JUSTICE OF THE PEACE

Precinct 1 – Llano County

I am running for re-election as Justice of the Peace, Precinct 1.    I believe knowledge of the law and judicial experience DOES make a difference.

I assumed the office of Justice of the Peace in January 2007.    It was an honor to have been elected Justice to the office by the voters in Precinct 1.

I have been an attorney in Texas and a member of the State Bar of Texas since 1967.     My practice in Dallas included a partnership in private law practice and corporate General Counsel.    I have practiced before State and Federal Courts, and administrative and regulatory agencies.

After 22 years in Dallas, I was recruited by the FDIC and transferred to Washington, D.C.     As Senior Counsel, I was in charge of troubled bank resolutions, criminal prosecution of bank fraud and restitution recovery from convicted offenders.     I was also appointed Special Assistant United States Attorney.

Retiring from public service in 2003, my wife Lynne and I returned to Texas and settled in Horseshoe Bay.     An opportunity arose to continue public service as Justice of the Peace where my experience and qualifications would serve the community.

Since I have been Justice of the Peace, my Court has handled 945 criminal misdemeanor cases, 52 civil cases, conducted 17 death inquests, given criminal magistrate warnings to 865 offenders, and issued 26 emergency family violence protective orders and 10 mental health evaluation orders.

With the jurisdictional level increased to $10,000, more attorneys are now appearing in the Justice Court with their clients, raising complex procedural and legal issues.

All who have appeared before me have been treated with professionalism, fairness and equality.    My decisions have been well reasoned with deference to the law, and fully explained to all parties.    As a member of the local community, I have been and am accessible and available.

Experience, integrity and commitment are the principles I ran on four years ago.   I believe these qualities have served the citizens of Precinct 1 and Llano County well.    Justice is best served by a Judge with solid knowledge of the law and current judicial experience.

I am a conservative Republican whose goal is to uphold conservative values and principles.    I am a proud American veteran.    I am asking for your vote to re-elect me as Justice of the Peace, Precinct 1, because knowledge of the law and judicial experience DOES make a difference.
