Proposed Supplemental Rules

Rule #1: Wireless Telephone Use Prohibited

Wireless telephones shall be turned off or placed in “silent ring” mode during all general convention sessions and in all committee meetings. Conversations using a wireless telephone are prohibited in the main convention hall and in the rooms for committee meetings, while the convention or committees are in session in those rooms. The Convention Chairman may revoke the convention credentials of anyone violating this rule.

Rule #2: Selection of Delegates and Alternates to the State Convention

Amendments to the Nominations Committee’s list of delegates and alternates shall be in the following order:

  1. Vacancies on the delegate list shall be filled by moving delegates up the list in numerical order until no more gaps exist in the list.  Then the remaining delegate positions will be filled by moving alternates up in numerical order from the top of the alternate list to fill the bottom of the delegate list.
  2. Each motion to amend the Nominations Committee’s list of delegates and alternates shall be voted on separately, and shall require a majority vote to be accepted.
  3. If an amendment to the delegate list is passed by majority vote, the new delegate(s) will be added to the bottom of the delegate list displacing those delegates previously listed at the bottom of the list.  The displaced delegate(s) shall be inserted at the top of the alternate list.  If the alternate list has no positions open, the bottom alternate(s) will be displaced.
  4. If an amendment to the alternate list is passed by majority vote, the new alternate(s) shall be added to the bottom of the alternate list displacing those alternates previously listed at the bottom of the list.
  5. Vacancies on the alternate list shall be filled by moving alternates up the list numerically until no more gaps exist in the list.
  6. The remaining vacancies at the bottom of the alternate list may be filled by nominations from the floor. Each nomination shall be voted upon separately, and shall require a majority vote to be accepted to the list.

Rule #3: Debate

  1. At the discretion of the Convention Chair, the number of speakers on a question may be limited, provided that the number of speakers for and opposed to a measure shall not differ by more than one.
  2. At the discretion of the convention Chair, the time allotted to each speaker on a question may be limited, provided that the time given to each speaker for or opposing each measure shall be equal and not less than one minute.
  3. No person shall speak more than once on any measure.
  4. No person shall speak aloud directly to anyone other than the Convention Chair and the Convention Chair may revoke the convention credentials of anyone that violates this rule.

Rule #4: Seating

  1. Delegates must sit in the area designated for their precinct. Only those seated in their designated area at the beginning of a vote will be allowed to vote on the measure. Only delegates may sit in the designated precinct area.
  2. Alternates must sit in the area designated for alternates and may not participate in the business of the convention unless called forward to fill a delegate vacancy in their precinct.
  3. Visitors may sit in a designated visitor area but may not participate in the business of the convention.

Rule #5: Rules Committee Meeting

  1. Proposed County Supplementary Rules must be published through the Llano County Republican Party web site (Llanogop.org) at least 48 hours prior to the convention.

Rule #6: Resolutions Committee Meeting

  1. All resolutions including those offered by delegates for consideration by the Convention shall be filed with the Convention Secretary not later than thirty (30) minutes after the Permanent Committee on Platform and Resolutions is appointed and shall without debate be referred by he Secretary of the Convention to the Committee on Platform and Resolutions or other committee appropriate to the subject for consideration and report. Proposed resolutions must be typed or hand written in resolution format to be considered by the Committee.
